On November 13, 2025, the Ministry of Science and Technology officially promulgated Circular 29/2025/TT-BKHCN, which stipulates the List of products and goods with potential safety risks in the field of information technology and telecommunications under the management of the Ministry of Science and Technology (replacing Circular 02/2024/TT-BTTTT and taking effect from December 31, 2025).

This regulation establishes the mandatory legal framework for testing, conformity certification, and declaration of conformity for mobile phones, laptops, tablets, and DECT wireless telephone devices before they can be placed on the Vietnamese market. SAR (Specific Absorption Rate) is a measure of the amount of radio frequency (RF) energy absorbed by the human body when in close proximity to a device that emits radio waves, such as a mobile phone or wearable device. On December 31, 2024, the Ministry of Information and Communications officially issued Circular 19/2024/TT-BTTTT on "National technical regulation on specific absorption level for handheld and body-worn radio equipment" - QCVN 134:2024/BTTTT, effective from February 15, 2025.

On March 29, 2024, the Ministry of Information and Communications issued Circular 02/2024/TT-BTTTT amending and supplementing Circular 04/2023/TT-BTTTT dated May 31, 2023 regulating the product list causing loss of safety are the responsibility of the Ministry of Information and Communications. The Circular takes effect from May 15, 2024.

On December 30, 2022, the Ministry of Science and Technology issued Decision No. 2711/QD-BKHCN on the announcement of group 2 products and goods under the management responsibility of the Ministry of Science and Technology. This Decision takes effect from the date of signing.
