Circular 29/2025/TT-BKHCN on the List of Products and Goods with Potential Safety Risks in the Field of Information Technology and Telecommunications

On November 13, 2025, the Ministry of Science and Technology officially promulgated Circular 29/2025/TT-BKHCN, which stipulates the List of products and goods with potential safety risks in the field of information technology and telecommunications under the management of the Ministry of Science and Technology (replacing Circular 02/2024/TT-BTTTT and taking effect from December 31, 2025).

Key changes introduced in Circular 29/2025/TT-BKHCN:

Addition of new products to the managed List: Broadband radio access equipment operating in the 5925 MHz – 7125 MHz band (such as Wi-Fi 6E/7).
Mandatory application of the national technical regulation on Specific Absorption Rate (SAR) for handheld and body-worn radio equipment according to QCVN 134:2024/BTTTT.
Mandatory application of critical condition testing of QCVN 54:2020/BTTTT and QCVN 65:2021/BTTTT for Wi-Fi modems and Access Points (HS code 85176251). Other products (with different HS codes) are only required to apply QCVN 54:2020/BTTTT and QCVN 65:2021/BTTTT under normal test conditions during the period from July 1, 2025 to December 15, 2026.
Removal of the requirement to test the 2G / 2.5G sections of QCVN 117:2023/BTTTT for terrestrial mobile terminal equipment.

Circular No. 29/2025/TT-BKHCN takes effect and replaces Circular 02/2024/TT-BTTTT from December 31, 2025.
