General information

In the Circular amending and supplementing Circular 04/2023/TT-BTTTT stipulating the List of products and goods that are likely to cause unsafety under the management responsibility of the Ministry of Information and Communications dated March 29, 2024, it is stipulated that:

+ From the effective date of the Circular amending and supplementing TT04 (starting from May 15, 2024) to June 30, 2024, enterprises can choose to apply the old or new version of QCVN in testing, certification of conformity and declaration of conformity activities.

+ From July 1, 2024, enterprises apply the new version of QCVN, the certificate of conformity according to the old version of QCVN is still valid until the expiration of the certificate, including the completion of the dossier for registration of state quality inspection according to the new version of QCVN.

Subjects of application

These technical regulations apply to Vietnamese and foreign agencies, organizations and individuals engaged in the production, trading and exploitation of equipment within the scope of this Regulation in the territory of Vietnam.

Technical regulations

QCVN 55:2023/BTTTT

This regulation applies to the following types of short-range radio equipment (SRD):

a) Short-range radio equipment for general use operating in the frequency range from 9 kHz to 25 MHz; and

b) Magnetic loop equipment operating in the frequency range from 9 kHz to 30 MHz, including: radio frequency identification (RFID) equipment, equipment using near-field communication (NFC) technology, and equipment used in electronic security gate systems (EAS) operating in the LF and HF frequency bands.

This regulation applies to products and goods that are short-range radio equipment with HS codes specified in Appendix J.

All short-range radio equipment specified in this regulation must comply with the regulations on frequency planning and frequency channel allocation of Vietnam. The types of radio equipment listed above operate in the frequency bands from 9 kHz to 30 MHz (as specified in Table 1) for the following cases:

With radio output connection to a separate antenna or to an integral antenna;
Using any type of modulation
Fixed equipment, mobile equipment and hand-held equipment

QCVN 117:2023/BTTTT

This regulation specifies the technical requirements for the radio access part of GSM, W-CDMA, E-UTRA terrestrial mobile information terminals including mobile phones and non-mobile land mobile information terminals.

Mobile phones must use E-UTRA technology, support VoLTE voice features and operate on all or one of the frequency bands specified from Table 1 to Table 5 and comply with the technical regulations in Section 2 of this Regulation.

In case the mobile phone integrates W-CDMA FDD technology, it must comply with the additional technical requirements specified in Appendix B of this regulation; in case the mobile phone integrates GSM technology, it must comply with the additional technical requirements specified in Appendix C of this regulation.

Non-mobile land mobile terminal equipment, if integrating/using E-UTRA technology, must operate on all or one of the frequency bands specified from Table 1 to Table 5 and comply with the technical requirements specified in Section 2 of this regulation; if integrating/using W-CDMA FDD technology, must comply with the technical requirements specified in Appendix B of this regulation; if integrating/using GSM technology, must comply with the technical requirements specified in Appendix C of this regulation.

This regulation does not specify the technical requirements for the radio access part using NB-IoT, LTE-M and 5G technology.
