With the strong development of wireless devices in the Vietnamese market as well as the international market, to ensure the safety of users when directly using and being affected by radiation and RF energy caused by those electronic devices (to better understand the specific absorption level, please refer to the article "Overview of SAR testing - Specific absorption rate (SAR testing)"), the Ministry of Information and Communications has issued QCVN 134:2024/BTTTT to regulate the specific absorption level for handheld and body-worn radio devices, specifically as follows:
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Telecommunications dated November 24, 2023;
Pursuant to the Law on Radio Frequencies dated November 23, 2009 and the Law amending and supplementing a number of articles of the Law on Radio Frequencies dated November 9, 2022;
Pursuant to Decree No. 48/2022/ND-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;

The Minister of Information and Communications issued Circular 19/2024/TT-BTTTT regulating this National Technical Regulation.
1. Implementation roadmap
- From July 1, 2026, land mobile phones must comply with QCVN 134:2024/BTTTT before being circulated on the market.
- From July 1, 2027, products and goods subject to QCVN 134:2024/BTTTT must comply with QCVN 134:2024/BTTTT before being circulated on the market.
- From February 15, 2025, QCVN 134:2024/BTTTT is applied in testing, certification of conformity and declaration of conformity.
2. Subjects of application
This regulation applies to Vietnamese and foreign agencies, organizations and individuals engaged in the production, import, trading and exploitation of equipment within the scope of this Technical Regulation in the territory of Vietnam.
3. Scope of application
This regulation stipulates the limits and methods for measuring the specific absorption level for radio equipment with an equivalent isotropic radiation power greater than 20mW and designed by the manufacturer to be used at a distance of 200mm from humans.
This regulation does not apply to implantable medical devices.
