In order to improve safety in the use of electrical equipment in households and similar installation systems, and improve the effectiveness of fire prevention and fighting in the field of electrical equipment, QCVN 25:2025/BKHCN was issued by the Ministry of Science and Technology after synthesizing and fully updating opinions from experts as well as from enterprises manufacturing and trading in the field of electrical equipment to closely follow practical requirements.

The Minister of Science and Technology issued Circular No. 01/2025/TT-BKHCN promulgating the "National technical regulation on electrical equipment for household electrical installations and similar installation systems."
1. Implementation roadmap
From April 1, 2027, all electrical equipment specified in Appendix A and Appendix B of QCVN 25:2025/BKHCN must meet the provisions of QCVN 25:2025/BKHCN before being circulated on the market.
Encouraged organizations and individuals manufacturing and trading electrical equipment to apply this regulation from the effective date of the Circular (April 1, 2025).
2. Subjects of application
This national technical regulation applies to organizations and individuals manufacturing and trading electrical equipment, state management agencies and other relevant organizations and individuals.
3. Scope of regulation
The national technical regulation requires ensuring safety for electrical equipment specified in the Lists in Appendix A and Appendix B of the regulation. The scope of regulation only includes types of equipment designed to be installed in the power distribution system up to 440 V AC of civil works.
The following types of equipment are NOT within the scope of regulation of this National Technical Regulation:
- Explosion-proof electrical equipment specified in the list of products and goods that can cause unsafety under the management responsibility of the Ministry of Industry and Trade.
- Electrical sockets, electrical plugs, socket converters, extension cords with a rated current greater than 32A.
- Electrical switches with a rated current greater than 20A.
- Electrical switches designed to be installed in electrical equipment.
- Circuit breakers with a rated current greater than 63A.
- Electrical equipment not within the scope of application of the corresponding standards stated in the List of electrical equipment.
