Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Law on Radio Frequency dated November 23, 2009 and the Law amending and supplementing a number of articles of the Law on Radio Frequency dated November 9, 2022;

Pursuant to Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing and guiding the implementation of a number of articles of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing a number of articles of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government regulating detailing the implementation of a number of articles of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 48/2022/ND-CP dated July 26, 2022 of the Government regulating the functions, tasks, powers and organizational structure of the Ministry of Information and Communications;

At the request of the Director of the Department of Science and Technology,

The Minister of Information and Communications promulgates a Circular regulating national technical regulations on specific absorption rates for mobile phones, specifically as follows:

1. Application roadmap:

From July 1st, 2025, imported and domestically produced mobile phones must meet the regulations in QCVN 134:2024/BTTTT before circulating on the market.

2. Subjects of application:

This technical regulation applies to Vietnamese and foreign agencies, organizations and individuals engaged in manufacturing, importing, trading and exploiting equipment within the scope of this regulation in Vietnamese territory.
