Philippines expands energy labeling program, India issues new regulations for telecommunications equipment

Philippines Department of Energy (DOE) published a Circular (No. DC2022-11-0035) which announced additional products into the Philippine Energy Labeling Program (PELP).

In December last year the Philippines Department of Energy (DOE) published a Circular (No. DC2022-11-0035) which announced additional products into the Philippine Energy Labeling Program (PELP). The overall program covers most types of electrical appliances, including household, personal care, electronics, lighting and solar. For more details, please refer in here

Activation of the requirements is pursuant to the availability of Implementation Guidelines developed by established Technical Working Groups (TWG) for the different product categories, which specifies the applicable technical standards/specifications, primarily Philippine Standards (PNS) or IEC standards
Initially, there were only TWGs for washing machines and electric fans, but more TWGs are being established.

The PELP requirements imply the following conformity assessment process:

  • Registration of the manufacturer/importer and the products at DOE’s PELP database
  • Submittal of test report from laboratory accredited to ISO/IEC 17025 by ILAC member body, under certain conditions. (The scope of accreditation must include the performance test standards used as specified in the normative references of PELP Implementing guidelines for each type of product).
  • PELP label to be obtained from DOE.

As example; for LCD TVs directly connected to the mains, with screen sizes up 1524 mm (60 inches), the applicable standards are:

  • PNS IEC 62087(Methods of Measurement for the power consumption of audio, video and related equipment)
  • PNS 378 (Television Receivers and Video Monitors – Viewing Screen Dimensions - Methods of Measurement)
  • IEC 62301 (Standby Power Measurement)

India: Exemption of test parameters for certain product types

According to an MTCTE Office Memorandum issued on 29 March this year the Indian telecom authority TEC has, with immediate effect, exempted some test parameters for IP Multimedia Conferencing Equipment, LAN Switches & IoT Gateways. Which parameters are included as below:

Then on 18 April this year, TEC issued a Notification (No.6-6/2021-TC/TEC) regarding the possibility to issue provisional certificates for Routers, LAN Switches and DWDM equipment having specialized test requirements, if the device either operates on single- or three phase with current requirement ≥ 32A or operates on 48 V DC with current requirement ≥100A.

For certification, the following must be submitted:

  • Safety and EMI/EMC test reports from laboratories accredited by an ILAC member body.
  • For (product specific) technical parameters, SDoC (Supplier’s Declaration of Conformity) by OEM is accepted.

The provisional certificates will be valid for two years. Later when the planned Indian security requirements (ITSARS) for such products are notified, applicant is required to apply for conversion of the provisional integrated MTCTE certificate to include security testing. ITSARS are managed by the Indian National Centre for Communication Security, (NCCS). A list of approved and drafted ITSARs can be seen at their website.

For two product types (Wi-Fi CPE and IP Routers) TEC certification applications must already from 1 July this year ITSAR compliance parameters.
