1. Effectiveness

This Circular takes effect from January 1, 2026.

This Circular replaces and annuls: Circular No. 30/2011/TT-BCT dated August 10, 2011 of the Minister of Industry and Trade providing temporary regulations on permissible content limits of a number of hazardous chemicals in electrical and electronic products circulated on the Vietnamese market.

2. Transition terms

Electrical and electronic products circulated on the domestic market comply with the provisions of Circular No. 30/2011/TT-BCT before December 31, 2025, and continue to be circulated on the market until the end of December 31, 2025.

3. Application roadmap

From January 1, 2026, electrical and electronic products specified in Appendix I of QCVN...:2022/BCT, when imported and manufactured domestically, must meet the requirements specified in Section 2. QCVN...: 2022/BCT before circulating on the market.

Enterprises, organizations and individuals are encouraged to manufacture, import and export electrical and electronic products as prescribed by QCVN...: 2022/BCT from the date of issuance of this Circular.

5. Testing

Testing for certification must be carried out by a testing organization that has registered its operation in accordance with the provisions of Decree No. 107/2016/ND-CP, Decree No. 154/2018/ND-CP or is accredited. according to the provisions of Circular No. 27/2007/TT-BKHCN. The testing scope of the testing organization must meet the specified requirements of this technical regulation

6. Validity of certificate and seal of conformity

The validity of the Certificate of conformity is valid for no more than 3 years

The technical-regulation conformity mark must comply with Clause 2, Article 4 of "Regulations on certification of standard conformity, certification of technical-regulation conformity and announcement of standard-conformity, announcement of regulations” promulgated together with Circular No. 28/2012/TT-BKHCN.
