Decision on promulgating the list and roadmap of energy-using vehicles and equipment that must be removed and low-efficiency generating sets that must not be built.

On May 24, 2023, Decision No. 14/2023/QD-TTg of the Prime Minister promulgating the List and roadmap of energy-using vehicles and equipment that must be eliminated and low-efficiency generating sets that do not newly built.

Pursuant to the Law on Economical and Efficient use of energy dated June 28, 2010;

Pursuant to the Government's Decree No. 21/2011/ND-CP dated March 29, 2011 detailing and implementing measures to the Law on Economical and Efficient use of energy;

At the proposal of the Minister of Science and Technology;

The Prime Minister has promulgated a Decision on the list and roadmap of energy-using vehicles and equipment that must be eliminated and low-efficiency generating sets that cannot be newly built, specifically as follows:

1. Adjustment range

  • This Decision stipulates the list and roadmap of low-efficiency energy-using vehicles and equipment that must be eliminated (not allowed to be imported, produced and sold domestically) and efficient generating sets. low is not newly built.
  • Not applicable to vehicles and equipment temporarily imported for re-export, for repair, replacement, and energy efficiency testing.

2. Subjects of application

This Decision applies to state agencies, enterprises, organizations and individuals engaged in the import, production and trading of goods specified in Article 3 of this Decision.

This Decision takes effect from July 15, 2023.

The list and roadmap of low-efficiency energy-using equipment that must be eliminated are specified in Appendix I to this Decision, including:

a) Household appliances group: Compact fluorescent lamps, electronic ballasts for fluorescent lamps, electromagnetic ballasts for fluorescent lamps, straight tube fluorescent lamps, storage water heaters, stoves infrared, induction cooker, LED lights, ductless air conditioners, household washing machines, television sets, rice cookers, electric fans, refrigerators, refrigerators and freezers.

b) Office and commercial equipment group: Computer monitors, copiers, printers, laptops, desktop computers and commercial refrigerators.

c) Industrial equipment group: Three-phase asynchronous electric motors with squirrel cage rotors, distribution transformers, LED lights for street and street lighting, boilers in industrial enterprises.

The list and roadmap for specific application to coal and gas generating sets in thermal power plants with low efficiency that are not allowed to be newly built are specified in Appendix II to this Decision. in there:

a) Failing to approve the investment policy in coal and gas-fired thermal power plants with energy efficiency lower than the prescribed efficiency corresponding to the capacity range of the generating set specified in Appendix II to this Circular. pursuant to this Decision.

b) It is not allowed to operate coal and gas generating sets whose efficiency at the time of commercial operation is lower than the specified efficiency corresponding to each capacity range of the generating set specified in Appendix II. Appendix II attached to this Decision.
