TCVN 11848: 2021 National standard on energy efficiency for notebook computers

The national standard on energy efficiency for notebook computers TCVN 11848:2021 has been officially issued and is expected to take effect from January 1, 2025.

Scope of application

This standard specifies energy efficiency levels and methods for determining energy consumption for notebook computers, two-in-one notebook computers, all-in-one notebook computers, tablet computers, mobile workstations. , and are referred to collectively as notebook computers in this standard. As follows:

1. Notebooks computer

Computers are designed specifically for portability and can be for extended periods of time, with or without a direct connection to the mains power supply. The laptop uses a built-in display and is capable of operating from a built-in battery. Additionally, most laptops use an external power supply or AC adapter and have a built-in keyboard and pointing device.

2. Portable two-in-one computer

The computer is assembled like a traditional laptop, but the screen is detachable and can function as a standalone tablet when the screen is detached. The keyboard and monitor are delivered as one integrated device.

3. Portable all-in-one computer 

The computer is designed for easy portability, meeting all of the following criteria:

a) Built-in screen with diagonal size greater than or equal to 17.4 inches;

b) There is no keyboard integrated in the same case as the computer; c) Having input devices and mainly by touch screen;

d) Have a wireless network connection (wifi, 3G, ...);

e) There is a battery inside.

4. Tablet:

The computer is designed to be easily portable, meeting all of the following criteria:

a) Built-in display measuring 6.5 inches or more and less than 17.4 inches diagonally;

b) There is no keyboard integrated in the same case as the computer;

c) Have input devices and mainly by touch screen

d) Have a wireless network connection (wifi, 3G, ...);

e) Yes and mainly powered by an internal battery (with mains connection used only for battery charging but not to power the device).

5. Mobile Workstation: 

The laptop meets all of the following criteria:

(1) Have a mean time between failures (MTBF) of at least 13 000 h (based on Telcordia SR-332, or Issue X or field data);

(2) Certification by 2 or more independent Software Vendor product certification bodies (ISV); these certifications may be in progress, but the partner must ensure completion within 3 months of certification.

(3) Supports at least 32 gigabytes of system memory; and

(4) Support:

(a) At least one integrated graphics processing unit (GPU) or one discrete GPU with framebuffer bandwidth of 96 gigabytes/sec or more; or

(b) Total system memory of 4 gigabytes or more with a bandwidth of 134 gigabytes/s or more and an integrated GPU.

Objects are not covered by this standard:

1. Thin client:

Independently powered computers that rely on connections to remote computers (eg servers, workstations) to perform their primary function. The main computing functions (e.g. program execution, data storage, interaction with other Internet resources) are provided by the remote desktop resource. Client computers covered by this specification are limited to devices that do not have storage media integrated with the computer and are designed to be used in a fixed location (e.g. a desk or a desktop). ) and cannot be moved.

2. Mobile thin client:

Client computers are designed to be portable

3. Mobile game consoles,

4. Point of Sale (POS)

The device does not use the same internal components as with conventional laptops, including processors, circuit boards, and memory.

5. Tablets used in vending machines

Enterprises are encouraged to test performance and publish energy labels for products according to TCVN 11848:2021 before the deadline of 2023. It is expected that this standard will come into force from January 1, 2025 for domestic and imported laptop products.
