PUB reviews regulatory standards and requirements for water supply equipment from time to time to enable innovation and technological change and to ensure conformity. The test requirements are regulated by PUB with 3 main categories below:
- Water Wastage
- Water Contamination
- Reliability/Integrity/Durability
Accessories that fail or fail during testing according to the relevant standards and requirements specified by the PUB mean that they fail and do not cover the concerns above.
Suppliers, retailers, and installers must ensure that water fitting products is tested to comply with the standards and requirements set forth by the PUB before the equipment can be offered for sale, advertised, or displayed, sell or offer.
The following documents will be provided to Water Fittings for review and evaluation:
- Type of product (e.g. pipes, pipe fittings, valves, coating/lining materials, etc.), brand, model, size (if any);
- Describe the working principle/specific use of the product with complete drawings/photos showing the internal parts of the mechanisms, materials, etc.;
- The manufacturer and country of origin of the product;
- For pipes/pipe fittings, provide full details of the materials, jointing method, etc.;
- For coating / lining materials in contact with potable water, please provide the materials
- International Standards (e.g. BS, BS EN, ISO, AS/NZS, etc.) that the product has been fully tested for compliance with. Full details of the test carried out on the product are also required.
- Any other information as and when requested by PUB.

Mandatory Water Efficiency Labelling Scheme (MWELS)
Water fittings such as taps and mixers, dual-flush low capacity flushing cisterns and urinal flush valves/waterless urinals are required to be labelled under the Mandatory Water Efficiency Labelling Scheme (MWELS) before they can be offered, displayed or advertised for sale and installation in Singapore.
From 1 Jan 2022, MWELS shall be extended to include WC flush valves with a flush volume of not more than 4.0 litres per flush, and only WC flush valves of 2-ticks ratings or more shall be allowed for supply. From 1 Jan 2023, WC flush valves installed at premises shall be of minimum 2-ticks or more under the MWELS.
From 1 Jan 2022, only commercial washer extractors, commercial dishwashers and high pressure washers which are registered under the Mandatory Water Efficiency Labelling Scheme (MWELS) and fulfil the mandatory water efficiency requirements shall be allowed for supply in Singapore.

Water Fittings Registration and Information System by the Singapore Sanitary Ware Importers & Exporters Association (SSWIEA)
The Water Fittings Registration and Information System is a newly launched programme by SSWIEA in late 2021. This registration system allows SSWIEA to assist and facilitate in the checking for compliance of water fittings to ensure that these products have been fully tested to PUB’s requirements.
Surveillance
PUB conducts checks and surveillances on both physical premises supplying water fittings as well as online portals, and will not hesitate to take strict enforcement action against parties who do not comply with PUB’s requirements and regulations.
