The Ministry of Science and Technology said that the promulgation of the list and roadmap of energy-using vehicles and equipment must be eliminated and low-efficiency generating sets must not be built new in order to remove the equipment. inefficient use of energy makes an important contribution to meeting the higher and higher energy demand balance of the national economy, helping to stabilize and rationally exploit energy resources, develop socio-economic society in a sustainable way.

The elimination of vehicle equipment, equipment using inefficient energy and low-efficiency generating sets that are not newly built also has socio-economic and environmental significance.

List of low-efficiency energy-using devices that must be eliminated

It is not allowed to import, produce and trade in energy efficient equipment that does not meet the minimum energy efficiency levels specified in the National Standards (TCVN), specifically as follows:

1. Household appliances group: Compact fluorescent lamps TCVN 7896:2015; electronic ballasts for fluorescent lamps TCVN 7897:2013; electromagnetic ballast for fluorescent lamps TCVN 8248:2013; straight tube fluorescent lamp TCVN 8249:2013; electric fan TCVN 7826:2015; refrigerators, refrigerators and freezers TCVN 7828:2016; household washing machine TCVN 8526:2013; rice cooker TCVN 8252:2015; LED lights TCVN 11844:2017; stocked water heater TCVN 7898:2018 (applicable from the date this decision takes effect); 

Infrared cooker TCVN 13373: 2021; induction cooker TCVN 13372: 2021 (application period from January 1, 2025); 

Ductless air conditioners TCVN 7830:2015 (application period from the effective date of this decision to December 31, 2024);

Ductless air conditioners TCVN 7830: 2021 (applicable from January 1, 2025);

TV sets TCVN 9536:2012 (application period from the effective date of this Decision to December 31, 2024);

TV receiver TCVN 9536: 2021 (applicable from January 1, 2025).

2. Group of office and commercial equipment: Copier TCVN 9510:2012; printer TCVN 9509:2012; computer screen TCVN 9508:2012; commercial refrigerators TCVN 10289:2014 (application period from the effective date of this decision); 

Notebook TCVN 11848: 2021; desktop computer TCVN 13371: 2021 (applicable from January 1, 2025).

3. Group of industrial equipment: Three-phase asynchronous electric motor with squirrel cage rotor TCVN 7540-1:2013, distribution transformer TCVN 8525:2015 (applicable from the effective date of this decision);

VRF/VRV air conditioners TCVN 13256: 2021, LED street and street lighting TCVN 12666: 2019 (applicable from January 1, 2025);

Boilers in industrial plants TCVN 8630:2010 (application period from the date this decision takes effect to December 31, 2024)

Boilers in industrial plants TCVN 8630:2019 (applicable from January 1, 2025).

It is not allowed to build new coal and gas generating sets with the efficiency in the first year of operation lower than the prescribed value.

In addition, the draft also specifies the list and specific statute of limitations applicable to coal and gas generating sets in thermal power plants with low efficiency that are not allowed to build new ones.

Specifically, it is not allowed to build new coal and gas generating sets with the efficiency at the time of commercial operation being lower than the specified efficiency corresponding to each capacity range of the unit.

Old and outdated equipment is not allowed to be imported for generating sets with capacity outside the prescribed capacity ranges.

Failing to approve the investment policy in coal and gas-fired thermal power plants with energy efficiency lower than the prescribed efficiency corresponding to the specified capacity range of the generating set.
