Circular No. 04/2023/TT-BTTTT stipulating the list of products and goods capable of causing unsafety under the management responsibility of the Ministry of Information and Communications

On May 31, 2023, the Ministry of Information and Communications issued Circular No. 04/2023/TT-BTTTT stipulating the list of unsafe products and goods under the responsibility of the Ministry of Information and Communications. This Decision takes effect from the date of signing.

In order to understand the regulatory information for products, goods, telecommunications and information technology equipment, Dt&C VINA would like to inform customers and partners of the latest Circular of the Ministry of Information and Communications as below:

Pursuant to the November 21, 2007 Law on Product and Goods Quality;

Pursuant to the November 23, 2009 Law on Telecommunications;

Pursuant to the June 29, 2006 Law on Information Technology;

Pursuant to Decree No. 13/2022/ND-CP dated January 21, 2022 amending and supplementing a number of articles of Decree No. 132/2008/ND-CP dated December 31, 2008, Decree No. 74/2018/ Decree No. 86/2012/ND-CP dated October 19, 2012 of the Government detailing the implementation of a number of articles of the Law on Product and Goods Quality and Decree No. 86/2012/ND-CP dated October 19, 2012 of the Government detailing and guiding the implementation of a number of articles of the Law on Measurement....

At the request of the Director of the Department of Science and Technology, the Minister of Information and Communications promulgates a Circular providing for the list of potentially unsafe products and goods under the responsibility of the Ministry of Information and Communications, replacing Circular No. 02/2022/TT-BTTTT issued on May 16, 2022.

Dt&C VINA outlines a number of items of content to be amended, supplemented and updated compared to Circular 02:

Change the HS code of mobile communication equipment and base station equipment.
Compulsory addition of QCVN 132:2022/BTTTT for target devices such as DECT devices (Subscriber type IP phones), PCs, Laptops, Tablets, IPTV Setup Box, TVs... Effective from July 15, 2023. Conditions apply from January 1, 2024, for testing before January 1, 2024, IEC 62368-1:2018
In addition to wireless (RF) standards, additional EMC standards: QCVN 130:2022/BTTTT (ETSI EN 301 489-9 V2.1.1_2019-04) are added for wireless audio equipment.
