After coming into force, the new standard GB 4943.1-2022 “Information and communication technology equipment, audio/video - Part 1: Safety requirements" will completely replace GB 4943.1-2011 "Safety of devices" information technology equipment - Part 1: General requirements" and GB 8898- 2011 "Audio, video and similar electronic equipment - Safety requirements" for which both GB standards have been used basis for mandatory product certification (CCC) testing. The certificate renewal deadline is July 31, 2024 to give existing certificate holders enough time during the 2-year transition period to submit the form and complete the renewal application.

With the rapid development of the new generation of information technology, the two original standards also encountered new problems in use:

■ Electronic products such as smartphones, laptops and smart TVs are integrated with many functions and often have information and audio communication functions at the same time. The two standards used to assess the safety of the manufacturing process, testing and certification, as well as monitoring the market make it difficult.

■ On the other hand, the International Electrotechnical Commission (IEC) has merged two international standards for audio and video product safety and information technology product safety according to technology development trends. The European Union, the United States, Japan, the Republic of Korea and other countries and regions are actively implementing the transition of new international standards, and using it as a basis for certification testing and market accessing.

Therefore, if not integrated and revised as soon as possible to achieve international standards, it will have a negative impact on the export of electronic products of the country. Therefore, the State Administration for Market Regulation (Standards Committee), together with the Ministry of Industry and Information Technology and other departments, organized the integration and revision of the standard, and developed build and release a new version of the mandatory national standard GB 4943.1.

Many products in the audio, video, information and communication technology sectors are required to obtain CCC (China Compulsory Certification) certification for the Chinese market. These include computers, printers, copiers, scanners, CD players, speakers, keyboards, televisions, monitors, etc.

GB 4943.1-2022 is a consolidated and revised standard, consisting of 10 chapters and 28 annexes in 346 pages, aimed at comprehensively improving safety and security in design, manufacturing, testing and certification, sales and daily use of audio, video, information and communication technology equipment. New safety requirements and test methods were added after considering the following 6 hazard sources:

1. Electrical injury
2. Fire caused by electricity
3. Injury caused by toxic substances
4. Mechanical trauma
5. Heat burns
6. Sound and light radiation

On July 26, 2022, the State Administration for Market Regulatory Affairs (SAMR) held a press conference to highlight and explain how the new GB 4943.1-2022 standard can avoid harmful problems to the user as follows:

- Requirements for sound pressure level limits and other safety aspects of headset/headphone products to protect consumer hearing health.
- Requirements for overcharge protection, temperature protection, drop protection and other safety aspects of rechargeable batteries for consumers that may be jeopardized by potential safety hazards such as battery leaks, burns, explosions, etc.

Although GB 4943.1-2022 references international standards such as IEC 62368-1:2018, the GB standard adds special requirements for safety protection when considering high altitude areas, conditions tropical climate, etc. of China. can easily cause electrical problems when the air is thinner, the GB 4943.1-2022 standard has more stringent requirements on air insulation when designing and manufacturing electronic products.
